Googleウェブマスターツールが、新しい種類のメッセージを通知するようになったようです。
ペナルティ解除を依頼するために再審査リクエストを送信すると、「手動でペナルティを与えた形跡は見つからなかった」という返事が返ってきます。
WebmasterWorldのメンバーの1人が次のようなメッセージをウェブマスターツール経由で受け取りました。
Dear site owner or webmaster of <site>,
We received a request from a site owner to reconsider <site> for compliance with Google’s Webmaster Guidelines.
We reviewed your site and found no manual actions by the webspam team that might affect your site’s ranking in Google. There’s no need to file a reconsideration request for your site, because any ranking issues you may be experiencing are not related to a manual action taken by the webspam team.
Of course, there may be other issues with your site that affect your site’s ranking. Google’s computers determine the order of our search results using a series of formulas known as algorithms. We make hundreds of changes to our search algorithms each year, and we employ more than 200 different signals when ranking pages. As our algorithms change and as the web (including your site) changes, some fluctuation in ranking can happen as we make updates to present the best results to our users.
If you’ve experienced a change in ranking which you suspect may be more than a simple algorithm change, there are other things you may want to investigate as possible causes, such as a major change to your site’s content, content management system, or server architecture. For example, a site may not rank well if your server stops serving pages to Googlebot, or if you’ve changed the URLs for a large portion of your site’s pages. This article has a list of other potential reasons your site may not be doing well in search.

サイトを調査したところ、Googleの検索順位に影響するような、ウェブスパムチームによる手動での対処は確認できませんでした。お客さまが経験している検索順位の問題はウェブスパムチームによる手動対処とは関係ないと思われますので、再審査リクエストを送る必要はございません。
他の問題が、お客さまのサイトの検索順位に影響を与えていることもありえます。Googleは、数百の検索アルゴリズム変更を毎年行い、順位を決定する際に200以上の指標を用いています。アルゴリズムが変化し、ウェブが変化するため、更新を実行するとランキングの変動が発生することがあります。
たった1つのアルゴリズム変更では起こるはずがないような検索順位の変化を体験しているとしたら、他の原因を調査してください。たとえば、コンテンツやコンテンツマネジメントシステム、サーバー構造などの大きな変更です。Googlebotをサーバーにアクセスできなくしたり、大規模な範囲でサイトのURLを変えたりすると検索順位が悪くなることがあります。
問題が解決しない場合は、ヘルプフォーラムで相談してください。

Googleのペナルティには、人間の目視による手動ペナルティとアルゴリズムによる自動ペナルティの2種類があることが明らかになっています。
再審査リクエストが適用されるのは手動ペナルティだけで、自動ペナルティには適用されないということでした。
このメッセージを受け取ったサイトのランキング下降がペナルティによるものだったとしたら、アルゴリズムによる自動ペナルティだったということになりそうです。
今までだったら、対象外の再審査リクエストを送信してもそれっきりで返信をもらえることはありませんでした。
しかし、きちんとサイトをチェックしたうえでスパムチームが手動ペナルティを与えている形跡がなかったことを今回は伝えてくれています。
問題の解決には至りませんが、手動ペナルティではないと知るだけでもありがたい情報です。
GoogleのスパムチームのトップであるMatt Cutts(マット・カッツ)氏はSMX Westで、ペナルティを与えるときは透明性を増すために、今よりももっと多くのメッセージをウェブマスターに送るようにすると話していました。
SMX West以前の話になりますが、不自然なリンクを検出したときにもGoogleウェブマスターツールが警告メッセージを送信するようになっています。
ペナルティは、僕たちサイト管理者にとってもっとも恐れる出来事の1つです。
まったく原因不明で途方にくれるよりも、どんな程度にせよGoogleからメッセージをもらえるのはおおいに助かるはずです。
透明性を増してくれるのは歓迎ですね。
ただしすべてのサイトにメッセージを送るわけではなく、常習的にガイドライン違反を犯しているサイトにはメッセージを送らないこともあるようなので、必ずしもペナルティ関連の通知を受け取れるとは限らないことも知っておきましょう。

This message and others are for some cases where we will be able to provide details about the outcome of the request, such as whether a manual spam action was revoked, if a site still violates our guidelines, or if Google wasn’t taking manual action against the site.
